To further protect MPF scheme members and combat MPF-related fraudulent activities, MPFA and eMPF Platform Company Limited (eMPF Company) have further stepped up measures to detect and deter false applications for early withdrawal of MPF.

Following the full operation of the eMPF^TM Platform (eMPF), all MPF administration work and records have been centralized, strengthening the detection of suspected fraudulent early withdrawal applications and better protecting MPF scheme members. Leveraging the centralized management of eMPF, the eMPF team can now identify suspicious cases across multiple MPF schemes by having a full command of withdrawal applications and records. MPFA has also shared with the eMPF team previous suspicious cases and fraudulent practices for their reference, with a view to refining vetting procedures and more effectively curbing unlawful activities.

Amongst the latest measures, claimants who applied for early withdrawal, may be required to produce the original copies of supporting documents to the eMPF for vetting. The withdrawal claim form (i.e. Form [MPF(S)-W(O)]) has been updated accordingly.

The measures are designed to combat criminal activities involving illegal early MPF withdrawals. With the overriding objectives of protecting scheme members’ interests and ensuring full regulatory compliance, eMPF will process expeditiously the applications including verifying the documents.

Meanwhile, for early MPF withdrawal applications on the grounds of total incapacity or terminal illness, the medical certificates (i.e. Form [MPF(S)-W(M)] or [MPF(S)-W(T)]) have been enhanced to require a detailed diagnosis of the claimant’s medical condition by a registered medical practitioner or a registered Chinese medicine practitioner. MPFA has consulted representatives of the medical sector and they have rendered their support and collaboration on the above enhancement measure. Furthermore, as part of the existing arrangement, the eMPF team will continue to contact the registered medical practitioner or registered Chinese medicine practitioner concerned to verify the authenticity of each medical certificate submitted.

An MPFA spokesperson reiterated that forging or using false documents is a serious criminal offence which, upon conviction, may result in imprisonment for up to 14 years. MPF scheme members should not be instigated by criminal syndicates to use any illegal means to apply for early withdrawals of MPF. eMPF Company will report any suspicious applications identified to the Police. MPFA and eMPF Company will fully collaborate with the Police in combating any MPF-related fraudulent activities and call on MPF scheme members to comply with the law.
